- BACKGROUND
In Bosnia and Herzegovina (BiH) the field of education is under the unique and undivided competence of the entity of Republika Srpska, cantons in the Federation of BiH (Una-Sana Canton, Posavina Canton, Tuzla Canton, Zenica-Doboj Canton, Bosnia-Podrinje Canton Goražde, Central Bosnia Canton, Herzegovina-Neretva Canton, West Sarajevo Canton and Canton 10) and Brčko District of BiH, as defined by constitutions and laws. Each of the twelve administrative units has its own ministries of education, education laws and education budgets.
The main project’s objective is improving responsiveness of education to the labour market needs and improve the quality of VET in BiH (Qualification Framework levels 2-5) through improving quality of vocational education and training provision in BiH, with a focus on the implementation of the document ‘Improving the Quality and Relevance of Vocational Training and Education in BiH – based on the Riga Conclusions and Osnabruck Declaration’, developing and piloting models for recognition of prior learning/validation of non-formal and informal learning, advancement of Digital and Entrepreneurial competencies in the BiH education system.
The BiH Ministry of Civil Affairs (MOCA) is the main beneficiary, responsible for coordinating the various stakeholders. The implementers of the project activities are the education authorities in BiH.
The main project’s target groups are VET policy makers, institutions, teachers, students and learners at all ages, employers, and other key-stakeholders.
The project’s activities are structured in 3 Components:
- Component 1: Improvement of quality of the formal VET education system;
- Component 2: Recognition of prior learning/validation of non-formal and informal learning;
- Component 3: Strengthening of the key competencies regarding Digital and Entrepreneurial skills.
Each component follows the same pattern starting with A. revision and analysis of key documents, followed by B. developing methodologies and models, and ending up with C. practical implementation through training and pilot testing.

- DESCRIPTION OF THE ASSIGNMENT
In undertaking this assignment, the Expert will implement his/her tasks under the guidance and co-supervision of the Key-expert 3, responsible for Component 2 and the Team Leader.
Based on his/her knowledge in the area of the recognition of prior learning/validation of non-formal and informal learning and the VET sector and very good knowledge of English, both spoken and written, the Expert shall provide support in the following:
Under Component 2, Activity 2.1:
- Conduct an in-depth situational analysis of processes, practices and tools related to the recognition of prior learning/validation of non-formal and informal learning in Bosnia and Herzegovina
The specific level of contribution for the above task and timing of the specific deliverables are to be agreed with the Team Leader and the Key-expert 3, on a case-by-case basis.
During the implementation of these activities, the contracted Expert will closely collaborate and work with the Team Leader, Key Experts, other NKEs, Contracting Authority, beneficiary and relevant stakeholders.
- TASKS
3.1 Under Component 2, Activity 2.1
3.1.1 Inputs to the composition, and description of roles and responsibilities of a Recognition of Prior Learning Working Group (RPL-WG) with the participation of the most relevant stakeholders
3.1.2 Develop an analytical framework and research tools, collect and analyse data and draft a report of a situational analysis of processes, practices and tools related to the recognition of prior learning/validation of non-formal and informal learning in Bosnia and Herzegovina.
3.1.3 Present findings and recommendations to MoCA and other relevant stakeholders.
- OUTPUTS
It is expected that the Expert will support the SNKE in contributing to the achievement of the project outputs, under Component 2, Activity 2.1, by supporting the producing:
4.1 Under Component 2, Activity 2.1:
Situational analysis report of processes, practices and tools related to the recognition of prior learning/validation of non-formal and informal learning in Bosnia and Herzegovina, including both formal providers and informal industry/business operators in BiH (indicative length: 40 pages), to be delivered by 10 February 2024.
Other related specific outputs to be agreed following any deviations from the initial scope of work and the agreed priorities with the Beneficiaries.
- REPORTING
The Expert will work under the direct guidance of the Team Leader to whom he/she will be directly reporting. The Expert may be guided also by the KE or another NKE in case the Team Leader assigns the role of coordination to those KEs or NKEs. Deliverables and reports are to be delivered in soft copies in an agreed format and language (both languages to be used local and English) to the Team Leader.
- REQUIRED CANDIDATE QUALIFICATIONS
Qualifications and Skills
- University Bachelor degree in Social Sciences, Economics or Humanities is required; a university degree at Master level or higher, in the relevant areas listed above, will be an asset
- Knowledge of written and spoken English at level C1 is required; Local languages knowledge will be an asset
- Excellent communication and interpersonal skills. Strong organizational management, time management and presentation skills. Motivated team players with the ability to work independently
- Advanced digital literacy skills (MS Teams, MS PowerPoint, MS Project, MS Excel, MS Word, including online meeting platforms and exchange messages)
General professional experience
- 5 years of professional experience in the field of the VET and/or Adult education sector/s
- Experience in development of national/international VET system/s
Specific professional experience
- Participation in at least 1 educational project in BiH and/or in the WB region in the area of VET and/or Adult education
Proven experience in analysing/drafting documents/reports related to VET and/or Adult education sectors’ development/s |
- Experience in working with domestic and international experts, in a multicultural environment
- LOCATION AND DURATION
Location of the assignment:
Primary location is Sarajevo; however, it can be expected that the Expert will travel also to Banja Luka, Mostar and Brčko and/or other locations in BiH relevant to this assignment.
Budget and Indicative timing of the assignment:
The assignment will be of a maximum 20 working days during December 2023 – February 2024. The actual dates of the Expert involvement will be agreed with the Team Leader according to the requirements of the Beneficiary and the progress made in project implementation.
