Terms of Reference
Project: Evaluation of “Ensuring conflict-related sexual violence (CRSV) survivors rights on justice and redress in Bosnia and Herzegovina (BiH) are advanced in accordance with international standards” and ‘’Ensuring that the dignity and rights of wartime sexual violence survivors are respected in legal proceedings in Bosnia and Herzegovina (BiH) in accordance with international standards’’ projects.
Objective: To conduct a comprehensive evaluation encompassing the current two-year project and previous two-year initiatives funded by the UK government. This evaluation will highlight projects achievements, relevance, and impact, providing evidence-based insights and outlining priorities for future support of CRSV survivors
Engagement timeframe:
Start Date: 11 November 2024
Draft Report: 31 December 2024
Final Report: 31 January 2025
Expected Deliverables:
Evaluation Report: A detailed report no longer than 25 pages evidencing the project’s achievements, relevance, and impact with clear recommendations on future focal areas aligned with set projects outcomes.
Required qualifications:
- Proven track record in evaluating international donor-funded projects, with a preference for experience in human rights, rule of law, or transitional justice in BiH
- Demonstrated experience and knowledge of relevant stakeholder in BiH, particularly within the judiciary, government, international community, civil society and particularly victims’ associations
- Familiarity with TRIAL BIH’s core focus areas, including transitional justice, dealing with the past, and particularly access to justice and reparation pillars
- In-depth understanding of the BiH context and knowledge of BiH legislation related to the above-mentioned issues, and particularly context in which civil society organizations operate in BiH, which deal with the protection of human rights
- Exceptional analytical, writing and communication skills
- Strong communication skills
- Fluency in BCS and English (spoken and written)
- Demonstrated availability and flexibility for the mandate of the engagement
- Social science university degree preferred
