Project Assistant
PROJECT ASSISTANT – Support to Strengthen the Fight against Migrant Smuggling and Trafficking in Human Beings in the Western Balkans Programme.
Context and justification
The programme « Support to Strengthen the Fight against Migrant Smuggling and Trafficking in Human Beings in the Western Balkans » is funded by the European Union under the IPA III 2023 programme. This regional programme is implemented by a consortium of Member States in the 6 countries of the Western Balkans (Bosnia and Herzegovina, Serbia, Kosovo , Northern Macedonia, Montenegro and Albania).The main objective of this project is to improve the conditions for preventing and combating the smuggling of migrants and trafficking in human beings in the Western Balkans.
Four main results are expected:
- Enhanced capacity of Western Balkan law enforcement and judicial authorities to combat the smuggling of migrants and trafficking in human beings.
- Enhanced capacity of Western Balkan security forces to cooperate with EU and third country law enforcement agencies in activities related to the smuggling of migrants and trafficking in human beings, through their participation in EMPACT.
- The capacity of Western Balkan authorities and frontline workers to identify and provide protection to (potential) victims of trafficking in human beings and to refer them to the relevant state and non-state services is enhanced.
- The capacity of the Western Balkan border authorities to prevent and combat trafficking in human beings and smuggling of migrants in accordance with EU standards and human rights is enhanced.
CIVIPOL, operator of the French Ministry of Interior, is in charge, in cooperation with GIZ (German operator), the Italian Ministry of Interior and the Dutch Ministry of Foreign Affairs of the implementation of this programme from 1st June 2023.
The Position
In the framework of this project, CIVIPOL is recruiting a Project Assistant. He/she will work closely with Project Manager and the Key Experts in the field, the Project Manager at CIVIPOL headquarters in Paris, and will be supported by an administrative and logistics assistant.
Project Assistance
- Assistance in the coordination of project activities ensuring their implementation in optimal conditions, under the supervision of the Project Manager in Sarajevo
- Supporting and contributing to the Project planning and implementation by carrying out programmatic, administrative, and logistical tasks in relation to the Project activities
- Assisting the Project Manager in preparing and conducting high level meetings with selected stakeholders
- Assisting the Project Manager in all phases of reporting on the Project activities (Quarterly Reports, Mid-term and Final reports)
- Attending meetings and conferences with external partners in the capacity of a representative of the Project and writing reports and minutes on such events
- Maintaining close ties with a wide range of internal and external stakeholders to help achieve the Project’s objectives
Coordination of activities
- Assist the Project Manager in the day-to-day coordination work with the project partners
- Facilitate the programming, organization (air ticket via HQ etc.) and smooth running of local and international missions of the experts deployed on the project and of the project activities in partnership with staff on the ground and the Project Manager at headquarters
- Ensure the design and regular updating of the planning and implementation dashboards of the project
- Collecting and entering relevant Monitoring & Evaluation date of project activities’ implementation
- To ensure -under the supervision of the Project Manager and HQ – the communication activities of the project
- Provide technical support to the Project Manager and Key Experts according to the needs of the project, whenever necessary
- Ensuring the secretariat of internal project meetings (Steering Committee, Board Management etc.).
Profile required
Specific qualifications and skills
- Bachelor’s or master’s degree or equivalent in law, social sciences, public administration, management, security or any other related subject
- Good command of office tools, particularly Word and Excel
- Experience in the implementation of cooperation and technical assistance projects, particularly those financed by the European Union
- Experience in institutional relations
- Knowledge of procurement procedures in the context of EU-funded contracts is an asset
- Project management and/or project support experience.
Specific professional experience
- At least 3 years of experience in a similar position
- Excellent oral and written communication skills in English
- Good oral and written communication skills in French would be an advantage
Assets
- Knowledge of the Western Balkans area and/or previous professional experience in the area
- Experience in implementing a multi-partner project
Interpersonal skills
- Excellent writing and interpersonal skills (numerous internal and external contacts)
- Ability to work with multidisciplinary and multicultural teams (international experts and various local contacts)
- Be methodical, organised and reactive
- Have a sense of responsibility, know how to manage priorities and be accountable

Location and duration
Location: based in Sarajevo with possible travel within the 6 Western Balkan countries.
Duration of the assignment (provisional dates): full time on the basis of one-year contract with possibility of extension in accordance with Bosnian labour law.
