Community Action for Energy Transition in Bosnia and Herzegovina is looking for a ADVISOR (m/f/d)Full-time employment (100%) in Sarajevo from 01.01.2025.
The bilateral project “Community Action for Energy Transition in Bosnia and Herzegovina” (CAET) is funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit und Entwicklung (GIZ) GmbH between 06/2023 and 05/2026. A co-financing by the European Union is currently in preparation which would prolong the project timeline until 02/2029.
As an „Advisor – Energy Grant Facility“, you will contribute to the overall implementation of the project, i.e. planning, implementing, and monitoring various activities in three outputs to achieve the project's objective. Further, you will support the team specifically activities related to renewable energy. With EU contribution, the CAET project will support sustainable energy investments made under the new regulatory framework for (Renewable) Energy Communities. The main intervention areas are the following:
- Co-financing of sustainable energy projects developed by Energy Communities or other community-led partnerships through a Grant Facility.
- Technical Assistance to members of the (Renewable) Energy Communities and other community-led partnerships engaged in developing sustainable energy projects to develop a pipeline of viable projects and support their successful implementation.
- Awareness Raising among public institutions and citizens about the benefits of sustainable energy.
Core tasks:
The Advisor
- plans, implements and monitors various activities to achieve the project's objectives and output,
- contributes to the conceptual design of the project, in particular its modification or realignment,
- makes technical and substantive contributions to overarching issues in cooperation with commissioning parties/ clients, partners and other actors,
- prepares the contents for contracts with external service providers and coordinates those,
- monitors, reviews and edits deliverables from contracted service providers,
- contributes to the preparation and review of reports, project updates, presentations and other documentation for internal and external stakeholders,
- collaborates with other technical experts in the energy and climate cluster to ensure effective knowledge management and sharing of lessons learnt.
The position can only be actualised after the signing of an EU co-financing agreement and the subsequent commissioning of the BMZ.
Main activities:
All tasks listed are carried out in close cooperation with the respective Comission Manager of the projects as well as the technical project team. The Advisor
- prepares and operationalises the Grant Facility, including the design and organization of calls for proposals and coordination of the selection process for pilot projects,
- supports the technical design and development of tender documents, provides technical input during tender evaluation and contract negotiations, and checks submitted materials against the sepcifications,
- monitors and supervises the construction progress of the pilot projects, supports change orders; leads the final acceptance of construction measures, and documents the process,
- coordinates closely and communicates with the project owners, municipalities, and other stakeholders,
- provides guidance and support during the implementation of the pilot projects,
- coordinates closely with / steers the third party verification body that supervises, monitors and verifies the results of the pilot projects as well as coordinates with the Fund Manger responsible for the disburesement of funds to the pilot projects,
- coordinates the Technical Committee of the Grant Facility, involves relevant representatives from academia and NGOs, and provides inputs for the Project Steering Commitee,
- supports awareness-raising measures of the project by collaborating with the responsible experts to provide (technical) input for the awareness raising campaigns and surveys,
- supports the development of concepts and strategies for the replicability and sustainability of the pilot projects of the Grant Facility,
- performs other tasks assigned by the line manager.
Qualification and specialist knowledge:
- University degree in Engineering, or other relevant disciplines
- A minimum of 5 years of overall professional experience, with at least 3 years specific working experience in the energy sector
- Experience in the field of Renewable Energy (with a focus on project conceptualisation, design of project elements, monitoring of equipment installation, monitoring of the facility operation) is an asset
- Specific working experience in the field of international development cooperation, specifically with GIZ, is an asset
Competencies and skills:
- Business fluent command of spoken and written Bosnian/Croatian/Serbian (i.e. level C2 in the Common European Framework of Reference (CEFR) system)
- Fluent command of spoken and written English (i.e. level C1 or higher)
- Proven capability to work collaboratively within a team, fostering a positive and productive environment
- Ability to convey information clearly and concisely to diverse audiences
- Proactive and constructive thinking, analyzing information to make informed decisions
- Problem-solving-skills: identifying issues and and developing effecitive solutions
- Strong relationship-building skills, enabling effective interaction with colleagues and stakeholders
- Strong organizational skills and ability to manage multiple tasks and priorities
- Commitment to understanding and meeting the needs of partners and stakeholders
- Proficient knowledge of Microsoft Office standard software (Excel, Word, PowerPoint); experience in MS Planner would be an asset
- Willingness to engange in frequent business travel within BiH
- Willingness to upskill themselves in line with the requirements of the scope of tasks. Corresponding measures will be agreed with the manager.
