GIZ Climate and Energy Cluster Western Balkans is looking for a COMMUNICATION SPECIALIST (m/f/d)Full-time employment (100%) in Sarajevofrom 01.01.2025
On behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and other international donors, such as the European Union (EU), the Deutsche Gesellschaft für Internationale Zusammenarbeit und Entwicklung (GIZ) GmbH implements several climate and energy projects.
As a Communication Specialist, you will contribute to the implementation of several climate, energy and – in future – just transition projects within the cluster. You will support the strategic planning, operationalization, implementation, and monitoring of communication and awareness raising measures to achieve the projects’ objectives. The allocation of resources will depend on the requirements of commissioning parties and might change throughout the duration of the employment.
Core tasks:
- Develops and implements awareness-raising and communication strategies of several projects.
- Develops communication materials, including drafting of social media content.
- Monitors project activities, milestones, and budgets, and provides regular updates to the project team.
- Prepares, organises and documents events, both internal and external.
- Prepares and manages contracts with external service providers.
- Monitors, reviews and edits deliverables from contracted service providers.
- Contributes to the preparation and review of reports, project updates, presentations and other documentation for internal and external stakeholders.
- Coordinates media requests with the GIZ Country Offices.
- Collaborates with colleagues in the Monitoring and Communications Unit and technical experts in the cluster to ensure effective knowledge management and sharing of lessons learnt,
Main activities:
All tasks listed are carried out in close cooperation with the Cluster Coordinator and the respective Comission Manager of the projects as well as the Monitoring and Communication Unit and technical project teams. The Communication Specialist:
- Coordinates and implements communication measures of projects within the Climate and Energy Cluster Western Balkans, including development of plans/concepts.
- Coordinates and implements an awareness-raising strategy and campaign for an EU-financed project, including the development of a detailed plan for awareness-raising activities in close coordination with the technical team and the EU; operational planning, implementation and monitoring of these activities; including the involvement of and collaboration with relevant partners that work close to local communities.
- Plans, prepares and implements several (high-level) awareness raising events, like launch and closure events and inauguration events for successfully implemented pilot projects; ensure the overall visibility of the project and the EU Action according to EU guidelines and in line with the BMZ and GIZ standards and practices.
- Develops and implements a communication strategy for an energy project, incl. operational planning of activities and implementation of communication measures. This includes operational tasks such as copy writing of social media posts, preparation of speeches and speaking points on the policy level.
- Prepares and coordinates events, coordination with communication measures and activities of Monitoring and Communication Unit, the country office and the projects in the cluster.
- Supports the design and planning of an ex-ante and ex-post awareness survey with the Monitoring & Evaluation Specialist and contribute to monitoring of results of communication measures, including contributing to reporting and learning.
- Performs other tasks assigned by the line manager.
Qualification and specialist knowledge:
- University degree in media and communication studies, public relations, marketing, journalism or other relevant disciplines
- At least 5 years of general work experience in communications, public relations, marketing, or related fields (relevant internship experience counts for general work experience)
- At least 2 years of specific knowledge in strategic communication and awareness-raising, most preferably in an international and/or political context
- Work experience in or cooperation with international donor-funded projects, preferably in the area of climate and energy
Competencies and skills:
- Business fluent command of spoken and written Bosnian/Croatian/Serbian (i.e. level C2 in the Common European Framework of Reference (CEFR) system)
- Fluent command of spoken and written English (i.e. level C1 or higher)
- Existing professional network in the communication sector
- Proactiveness and solution-oriented thinking
- Strong organizational skills and the ability to manage multiple tasks and priorities
- Excellent Written and Verbal Communication: Ability to convey information clearly and effectively.
- Social Media Proficiency: Familiarity with various social media platforms and digital communication tools.
- Creative Thinking: Ability to develop innovative communication strategies.
- Analytical Skills: Capability to assess communication effectiveness and adjust strategies accordingly.Proficient knowledge of Microsoft Office standard software (Excel, Word, PowerPoint); experience in MS Planner would be an asset
- Willingness to engage in frequent business travel within BiH and the Western Balkan region.
- Willing to upskill themselves in line with the requirements of the scope of tasks. Corresponding measures will be agreed with the manager.
