General Minimum Requirements
The general minimum requirements for working with the OSCE are:
- Excellent physical condition
- Possession of a valid automobile driving license and ability to drive using manual transmission
- Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
Field of Expertise Requirements
The general minimum requirements for working in this field of expertise are:
- University education in law
- Experience in the practice of law, e.g. judges, prosecutors, lawyers, etc.
- Knowledge of courtroom proceedings and criminal law and procedure
- Knowledge of international legal procedure standards and instruments
- Demonstrable organisational, analytical, communication and interpersonal skills
Level of Professional Competence Requirements
Furthermore, this level of responsibility requires the following: Education: Advanced degree in a relevant field
Experience: Minimum 6 years of relevant, diversified and progressively responsible professional experience including at least 3 years at the management level relevant to the actual position.
Mission Specific Requirements
Additionally, this particular post has specific requirements: Mandatory:
- Second-level university degree in law or international human rights;
- Experience managing or implementing criminal justice, human rights or justice-based programmes in post-conflict, transitional, or developing countries;
- Experience in justice sector programme development and political analysis, including the production of reports, verbal and written briefings;
- Detailed understanding of both the justice sector in Bosnia and Herzegovina, in particular its institutions and bodies (at all levels of government), key legislation, and the overall political situation;
- Leadership qualities including ability to establish and maintain effective working relationships with people of different national and cultural backgrounds;
- Experience of working in a programmatic/strategic planning role using a results-based management approach;
- Experience in programme and project management, including in planning, implementation, monitoring, evaluation, and reporting;
- Excellent organizational skills, with ability to work under pressure, manage multiple tasks and process large amounts of information;
- Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
- Professional fluency in English with excellent communication (both oral and written) skills;
- Computer literate with practical experience using Microsoft applications.
Tasks and Responsibilities
Under the overall authority of the Head of Human Dimension Department (HDD) and direct supervision of the Deputy Head of Human Dimension Department (hereinafter HDD Management), the successful candidate will be tasked with the following duties:
- Managing the Rule of Law Section dedicated to ensuring that relevant governmental institutions and legislation promote reform goals aimed at ensuring access to fair trial rights, promotion of judicial outreach, the processing of serious crimes including war crimes, hate crimes, trafficking in human beings, corruption, organized crime, terrorism, domestic violence and other major crimes, the support of victims and witnesses, and the transparent and efficient administration of the justice system overall;
- Overseeing ongoing legislative review and revisions, as well as monitoring and reporting on effective implementation of the country's human dimension commitments in the field of fair trial rights and the rule of law;
- Ensuring close contacts with relevant criminal justice institutions, international organizations active in justice sector reform, and civil society groups engaged in the involved thematic areas; eesSSRm CAhVPE
- Overseeing and coordinating the implementation of capacity building activities and technical assistance provided to assist the courts, prosecutors’ offices, the High Judicial and Prosecutorial Council of BiH, law enforcement, criminal legislative review experts, and service providers for vulnerable individuals, and civil society groups promoting transitional justice, outreach and victim and witness support;
- Leading the development and implementation of the Rule of Law project's annual activity plan and budget;
- Providing support to the HDD Management in human resources planning;
- Together with the other Heads of Sections, assisting the HDD Management with programme development and strategy formulation through identification of lessons learnt, current trends, achievements, problems and future plans;
- Co-ordinating with international and domestic organizations active in the field of justice sector reform at the working level in order to prevent duplication and to ensure that the programme achieves maximum benefit from related initiatives;
- Integrating project evaluation and long-term impact assessment practices into all policy and project work;
- Working with the HDD Management, as well as other heads of sections, departments and units across the Mission to identify cross-cutting synergies among the respective areas of Mission engagement;
- Directly supervising a team of Legal Advisers and indirectly supervising National Legal Officers, Rule of Law Monitoring Assistants, and support staff;
- Performing other duties as assigned.
