Background
The purpose of the USAID Fiscal Reform Activity (FRA) in Bosnia-Herzegovina (BiH) is to build on and expand fiscal sector reform to increase efficiency, reduce tax compliance costs, and align the country’s regulatory framework with international and European changes in the international tax environment. The achievement of the overall purpose will be measured by the number of internal processes improved and optimized, the number of business-facing services improved and digitized, and the number of legislative acts adopted to align the country with international tax best practices.
Key Duties and Responsibilities
- Support FRA team in developing an advocacy plan for the adoption of the legislation provided for in Component 4 (direct tax legislative framework). For Component 4, the relevant legislation refers to: corporate income tax, competencies/responsibilities of tax administrations, competencies/responsibilities of ministries of finance, the flow of information/data exchange between tax administrations and ministries of finance, and tax advisors. The advocacy plan will include building awareness and public support and advocating for legislation changes and adoption of proposed legislative changes. The advocacy plan will be the basis for implementing regulatory reform during the remaining period of the project and lead to an improved business environment and increased efficiency of tax administrations.
- Support the FRA team in developing an advocacy plan for adopting the legislation provided for in Component 5 (parafiscal fees). For Component 5, the relevant legislation refers to fees and charges at the territory of FBiH, as well as Brcko District. The advocacy plan will facilitate the adoption of required legislation and lead to an improved business environment, and will directly impact project indicator: Number of nuisance fees eliminated or reduced in both entities and BD.
- The FRA team has already drafted the first version/elements of the initial advocacy plan which will need broadening and finalization.
Expected deliverables
- Advocacy plan to facilitate adoption of the drafted legislation as described under key duties and responsibilities.
Required Qualifications
- Bachelor’s degree; master’s preferred.
- At least six years of progressive professional experience.
- At least four years of experience implementing communications activities.
- Experience in strategic communications and improving the quality of information and its availability to local stakeholders.
- Experience in developing and implementing advocacy plan documents.
- Experience working with donor-funded projects is preferred.
- Experience implementing complex activities in politically challenging and unstable environments.
- Excellent attention to detail and proven capacity to carry out multiple tasks concurrently.
- Adaptability in responding to changing priorities and needs.
- Professional proficiency in Bosnian and English.
