IOM has been present in Bosnia and Herzegovina (BiH) since 1992, providing life-saving assistance and medical evacuations for war-affected populations. Following the end of the conflict, IOM expanded its activities to the return of refugees from abroad and to assist BiH nationals resettling in third countries. Together with the international community, IOM continues to assist the population in BiH in rebuilding their lives and working for a better future. At the local level, IOM works with communities, authorities, minorities, and informal groups on several issues affecting long-term prospects for mobility, development and human rights. Over the years, this has enabled the IOM Mission in BiH to establish excellent relations with community leaders, including youth and women, and be recognized as an organization that brings effective changes in people’s lives. The Senior Project Associate will be working directly under the leadership of the Head of Mobility Pathways and Migration Governance and under the overall supervision of the Chief of Mission in close coordination with the Western Balkans Senior Program Coordinator. The Senior Project Associate/Project Coordinator (Mobility Pathways) will be responsible and accountable for supporting the implementation of IOM programming under our mobility pathways portfolio, with a focus on labor mobility and diaspora.The Senior Project Associate will serve as a key member of the project team, responsible for coordinating, implementing and monitoring programming activities. This role requires strong organizational and communication skills, with the ability to work effectively with diverse stakeholders.
Responsibilities
- Lead and coordinate the implementation of programming related to the Mobility Pathways Unit; monitor implementation of overall activities to ensure work is proceeding according to the established workplans.
- Monitor and analyse implementation progress, recognize and address programmatic challenges and provide recommendations to the Head of Mobility Pathways & Migration Governance with respect to adjusting implementation modalities and work plans to best reflect the changing environment at the field level.
- Research, compile, analyse and present information/data regarding the Labor Mobility and Diaspora environment, at the national, regional and international level, considering public reports, legislation and other relevant documentation and highlighting noteworthy issues for consideration.
- Coordinate the collection, verification and analysis of data and background information; update information management systems and provide social media content on project related activities including project awareness and visibility, summaries, press releases and other relevant materials.
- Monitor the financial, administrative and technical requirements for each project under the Mobility Pathways Unit in line with both IOM guidelines and donor requirements; this includes oversight of budget availability and expenditures and maintaining a complete record of project documentation.
- Execute all project components according to the project plan, timeline and budget; while planning, coordinating and conducting the related programming activities in coordination with the relevant stakeholders.
- Participate in meetings and conferences; maintain effective liaison and coordination with local authorities, partners, United Nation agencies, intergovernmental and non-governmental organizations, donors and other stakeholders to ensure that project objectives are met.
- Coordinate the preparation of correspondence, briefing notes, presentations, narrative and financial reports; ensure status reports and deliverables are prepared and submitted in a timely manner.
- Identify and document good practices and lessons learned; contribute to the development of Standard Operations Procedures (SOP), policies and concept papers and support the development of new projects.
- Supervise and provide guidance and training to reporting staff.
- Perform other related duties as assigned.
All duties and responsibilities will be carried out in strict adherence to IOM policies and guidelines, including those related to confidentiality and data protection.
Qualifications
Education
- School Diploma with seven years of relevant experience; or Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with five years of relevant professional experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
- Experience working in a leadership position within a humanitarian programming context, preferably with familiarity in Labor Mobility and Diaspora programming.
- Proven experience in writing, editing and critical thinking.
- Capacity to understand and analyse the implementation environment and how this environment caters to the effective design and implementation of Labor Mobility and Diaspora programming suitable to the geographical culture and political context.
- Experience in liaising with governmental authorities, national/international institutions, United Nations agencies, non-governmental organizations, civil society organizations and donors.
- Experience in working on thematic areas related to Labour Migration & Mobility, Diaspora Programming, International Human Rights and Migrant Rights is preferred.
- Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
- Experience with project management, planning, development and implementation, financial management, accounting and budgeting.
Skills
- Qualitative and quantitative research, data analysis and report writing skill sets.
- Good communication, interpersonal and organizational skills.
- Excellent interpersonal skills and possesses the ability to work effectively with others in a cross cultural and fragile environment.
- Knowledge and experience in setting priorities, in devising policies and strategies as well as in conducting advocacy.
Expertise in Microsoft Office Suite Software, specifically Word, Excel, Outlook, Powerpoint, Sharepoint and Teams
Languages
For this position, fluency in English is required (oral and written) and one of the three official languages spoken in BiH.
